AREA OF CONSIDERATION:

U.S. citizens in the local commuting area who are authorized sponsors or command-sponsored dependents of civilian and military personnel.

INTRODUCTION:

This position is located in the Liberty Program, Community Activities Division of the Morale, Welfare and Recreation Department, US Naval Station Rota, Spain. Manages and administers a comprehensive and diverse year round Single Sailor Program and Facility. Plans, promotes and implements a variety of MWR or Community Recreation Programs and activities for single and unaccompanied active duty members.  The position is under the direct supervision of the Liberty & Deployed Forces Support Program Manager.

MAJOR DUTIES:

According to CNIC approved programs standards, uses creativity to plan, promote and implement a well-rounded Single Sailor program, utilizing numerous facilities within the entire MWR Department. Also coordinates leisure skills development activities and classes.  Assists with community special events such as comedy shows, holiday events, celebrity appearances, concerts, 4th of July Festival, and Winterfest, which are just a few of the many programs offered throughout the year.  May serve as a liaison for MWR related activities associated with Training Support Center (TSC), Fleet & Family Readiness Departments (N9) and other tenant commands on base.

Responsible for the development, management, maintenance, planning, business plan execution, and administration of a diverse Single Sailor program. Assists with writing standard operating procedures. Ensures programs are in compliance with local and Regional program policies, regulations and procedures, including higher level Navy and DOD instructions, regulations and program standards; Executes authority and independent judgment in development of plans and solutions.

Develops working partnerships with both on base and off base organizations to support and benefit MWR programs.

Assumes responsibility for planning, coordinating, publicizing, marketing and execution of programs and special events within the Community Recreation program by utilizing all available resources.

Provides administrative duties and support through after-action reports, data collection and database administration. All administrative duties are completed through a variety of sources including computer software which tracks patron’s usage and responses.

Routinely evaluates and reviews ongoing programs and recommends changes or enhancements that may develop, adapt, modify, expand, or otherwise change program activity to better meet and enhance the expected effectiveness of the programmed activity. Performs regular analysis of projects and programs; considering operating budget, staffing requirements, plans, trends, command mission and changing population.

Ensures all facilities and activities associated with the Liberty program meet established fire, safety, security and sanitation guidelines. Takes timely action to correct deficiencies through coordination with appropriated entities.

Leads and instruct subordinate staff in administering traditional and non-traditional workshops, clinics and events in a variety of outdoor skills. Provides outdoor field experiences related to above skill training in the form of day and weekend trips.

Leads day-to-day operation of multiple programs which assigned; assists with staffing, training and scheduling.

Supervises staff within the Single Sailor program.

Perform other related duties as assigned.

QUALIFICATIONS REQUIREMENTS:

Three years’ experience that demonstrates a working knowledge of a recreation program is preferred.  A Bachelor’s Degree in Recreation, Marketing, Business or a closely related field from an accredited college/university may be substituted for two years of experience.

Must be able to work independently, make sound decisions and have the ability to effectively communicate both orally and in writing.

Knowledge of the goals, principles, techniques and methods of procedure used in organizing, planning and conducting all types of activities.  Maintain a clear and accurate database and ability to represent the department and speak in front of both small and large groups.

Knowledge of recreational and entertainment events.

Incumbent must be able to maintain a valid CPR and FIRST AID Certifications.

CONDITIONS OF EMPLOYMENT:

  • This position requires successful completion of: physical examination, Local Background Investigation and NACI Background.

  • The incumbent will be required to work nights, weekends, holidays and split shifts. Duties will require traveling to various recreation facilities and work sites on and off base. Overnight travel is required for some Liberty trips.

  • Despite the work is generally sedentary, at times physical exertion is involved with program set up. Light lifting not to exceed 40 pounds may be involved, occasionally required to lift heavier items. Time could be spent outdoors exposed to the element, particularly direct sunlight, head and cold.

  • Selected is subject to direct deposit of pay

  • Subject to recall regularly

  • Wears protective clothing and equipment as situations warrant

  • Persons who are US Citizens and persons who are US Citizens and also citizens of Spain are not employable in a US Position.

  • NATO SOFA and Agreement on Defense Cooperation (ADC) between Spain and the United States are applicable when determining eligibility.
