AREA OF CONSIDERATION:

U.S. citizens in the commuting area who are authorized sponsors or command-sponsored dependents of civilian and military personnel.

INTRODUCTION:

This position is located at La Plaza within the Food & Beverage Division, at MWR Department, Rota, Spain. The primary purpose of this position is to oversee the overall dining and bar operations as well as provide support to the Food & Beverage Program Manager. Also, incumbent is in charge of management, oversight, and food production for the Fleet and Library Café’s.

DUTIES:

Incumbent is responsible for staffing and scheduling of assigned personnel, which includes regular, flexible and seasonal employees. A lot time is required to interview applicants, train and supervise new workers and plan the staff work schedules. Insures in-service training is performed to aid the professional development of the staff and to address the need to provide continuing quality improvement. Promulgates established customer service standards for employees in regards to patron service and insures those standards are consistently and properly met. Complete performance evaluations and takes corrective action as needed for any performance discrepancies.

The employee insures compliance with health, safety and sanitation regulations and periodically inspects assigned facilities to check for any irregularities or discrepancies. Maintain a strong focus on these requirements in all areas and takes action as necessary to safeguard employees and patrons.

Coordinate food and beverage needs for assigned locations and diverse programs. May plan special events for requiring catering. Meets with clients, discusses requirements, and explains services offered, rooms, menus, etc., provides estimates, makes recommendations and arranges for required supplies, decorations, equipment and personnel. Insures party software and contract file data, receipts, deposits, etc. are submitted to the admin office for the proper billing.

Maintains an accurate inventory of all food, kitchen supplies and equipment. Oversees security of the kitchen(s) and storerooms with regard to food supplies and equipment. Inspects food, food storage areas and kitchens, and tastes and smells prepared food, to insure recipe standard are met.

Coordinates operations of the assigned areas with others in the division to maintain productive working relationship within the division as well as with patrons, others departments and vendors. Maintain confidentiality and discretion and protects the assets and information of MWR department within the scope of his/her duties.

Assists with the scheduling of DoD entertainment programs for F&B division, and insures proper arrangements are made to ensure the maximum of its benefit.

Performs detailed clerical and financial duties such as payroll, handling large sums of money and taking inventory. Assists with the budget process to manage food, non-food and equipment costs. It is accountable for the accuracy and thoroughness of records and reports for assigned areas.

KNOWLEDGE REQUIRED BY THE POSITION:

Three years of experience that demonstrates knowledge of standardized mess/club or comparable food and service and beverage practices and procedures.

Knowledge of methods and procedures for creating menus, pricing food and purchasing food products and equipment.

The ability to work under pressure, solve problems and deal effectively with the public, so hire, train and supervise transitioning workforce.

Skill in budget preparation and financial reporting.

CONDITIONS OF EMPLOYMENT:

  • This position requires successful completion of: physical examination, Local Background Investigation and NACI Background.

  • Selected applicant will not lose any entitlement for future spouse preference eligibility (NAF/GS positions).

  • The incumbent will be required to work nights, weekends, holidays and split shifts.

  • The incumbent may be exposed to fumes, smoke, slippery surfaces, electric shocks and others hazards typical of a kitchen environment.

  • Selected is subject to direct deposit of pay

  • Persons who are US Citizens and persons who are US Citizens and also citizens of Spain are not employable in a US Position.

  • NATO SOFA and Agreement on Defense Cooperation (ADC) between Spain and the United States are applicable when determining eligibility.
