The purpose of the Child and Youth (CY) Program Assistant is to provide appropriate developmental care and instruction for children and youth ranging in age from 6 weeks to 18 years in one or more CY Programs.



Provides care and instruction for children and youth ranging in age from 6 weeks to 18 years in one or more CY Programs. Depending on the final grade of the position, the incumbent will have different duties and responsibilities. These have been grouped into the following categories:


Curriculum: Implements daily schedules and activity plans to ensure age and/or stage appropriateness and develops schedules and activity plans; assists in planning and coordinating the activities; assists in implementing and leading the implemented activities. Prepares and implements program options for children and youth with special requirements. Uses prepared program materials and curriculum and incorporates special instructions (special dietary needs physical needs…) provided for parents. Ensures that program plans and activities incorporate the observed needs of individual children and youth and implements activities and special events that meet the needs of all children and youth. Cares for children and youth with special needs as directed by supervisors. Promotes and models safety, fitness, and health and nutrition practices. Assists children and youth with special projects and homework. Demonstrates, instructs, and leads program activities. Indicates appropriate practices in classroom or activity area.

Indoor and Outdoor Environment: Helps prepare, arrange and maintain indoor and outdoor activity areas and materials for daily schedules. Helps create adult-made games and play materials. Assists with developing a list of needed supplies and equipment. Inventories equipment and recommends replenishing damaged, missing, and depleted supplies. Sets displays and bulletin boards.

Interactions and Relationships: Establishes and helps to establish a program environment and sustains participant interest and promotes positive interactions with other children, youth and adults. Interacts with children and youth using child guidance and youth development techniques and other techniques (sometimes provided by supervisors).

Supervision of Children and Youth: Provides care and supervision, oversight and accountability for program participants. Maintains control of and accounts for whereabouts and safety of children in age from 6 weeks to 18 years; supervises children and youth during daily activities and ensures them depart with the authorized person according with parental instructions. Observes participants for signs that may indicate illness, abuse, or neglect and reports as directed. Incumbent is a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect.

Parent and Employee Communication: Interacts professionally with employees, parents and local installation command personnel. Participates in conferences with parents and employees. Provides parents with daily verbal or written feedback about child/youth or program activities.

Assessment: Participates in program evaluation as required (programmatic rating scales, risk assessment tools, self-inspection materials, and national accreditation tools). Participates in program evaluation using designated instruments such as programmatic rating scales, risk assessment tools, self-inspection materials, and national accreditation tools.

Compliance: Assists in achieving and maintaining DOD certification and national accreditation where applicable. Ensures compliance with law, policies, and regulations applicable to DoD CY Programs. Notifies supervisors of compliance concerns.

Other related duties as assigned.



Ability to communicate effectively in English, both orally and in writing. Ability to follow verbal and written instructions. Ability to complete all DoN training requirements within the specified time frames. The work requires considerable walking, standing, bending, stooping and lifting up to 40 pounds. Activities may require incumbent to drive an automobile.



At least 18 years of age with a high school diploma or equivalent.



At least 18 years of age with a high school diploma or equivalent, AND 6 months of experience working with children or youth in a child or youth setting, AND have completed child abuse modules and modules #1, #2 and #10 of the DoN Standardized Module Training.



At least 18 years of age with a high school diploma or equivalent AND 12 months of experience working with children and youth AND completion of the DoN Standardized Module Training.




A Child Development Associate (CDA) credential or Military School-Age (MSA) credential.




2-year degree in Early Childhood Education (ECE), Child Development or related field of study, which can include Youth Recreation, Physical Education, Elementary Education, Secondary Education, Youth Development, Psychology, Social Work, Home Economics with an emphasis in Human Development, or other degrees as appropriate.



  • This position requires successful completion of: physical examination, Local Background Investigation and CNACI Background.

  • Position is subject to special inoculation and immunization requirements as a condition of employment for working with children. Employee is required to obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory Committee on Immunization Practices (ACIP), which includes the influenza vaccine.

  • Incumbent must obtain and maintain a food handler’s card. Incumbent must satisfactorily obtain or complete required training certificates and maintain certifications or credentials required by federal, state or National Accreditation institutions utilized as part of DOD’s Child and Youth Programs.



  • Selectee will lose entitlement for future spouse preference eligibility (NAF/GS positions)

  • Selectee is subject to direct deposit of pay

  • Successful completion of a pre-employment drug test is required. A tentative offer of employment will be rescinded if the applicant fails to report to the scheduled drug test appointment. Incumbents of drug testing designated positions will be subject to random testing. Drug test results will be provide to the employing activity/command.

  • Positions are subject to an uncommon tour of duty, rotating and split shifts.

  • Positions are interchangeable: Child Development, School Age Care, Youth and Teen Programs

  • Persons who are Not-US Citizens and persons who are US Citizens and also citizens of Spain are not employable in a US Position.

  • NATO SOFA and Agreement on Defense Cooperation (ADC) between Spain and the United States are applicable when determining eligibility.
